That would be Jakarta all over again.
I agree, we do suck at managing small projects. A "gems" thing I would
only consider if there were a clear exit strategy and restrictions on
how the projects are run. Basically a "post-grad labs" project with only
a single mailing list for all projects and releases.
Once a project outgrows it (e.g. by being too noisy on the mailing
list), it needs to move to TLP.
