If it's that mature, then just put a tarball up on your
people.apache.org site.
What is it that RAT, or these other projects need, that Labs doesn't
give you? releases? mailing lists? websites? If a project *really*
needs those things, then it's big enough for a TLP. If not, then can't
it just stay in Labs?
And what's really a release other than a tarball or an svn tag?

I agree. It's a difficult nut to crack. I've been trying to play
devil's advocate here a bit, seeing what the need really is and what we
can creatively do with what we already have setup.
