Hi Cindy and Laurie,

It is a bobbin winder for the bobbins used with the old sock knitting machines. There should be wooden spools with a base which would stand on a table or the floor, on which the yarn was wound so it would run free without tangling. I believe these were standard accessories with most, if not all, circular sock machines.

I think it is a weaving bobbin winder, the long wooden ones used in the weaving mills. We have a very similar one that came with our antique sock knitter - don't know if it was meant for the sock knitter or just adapted to be used with the sock knitter.
