Also those radios are monitored by regular citizens all the time.  My
husband and son listen to the cop calls all the time on the scanner.

They have heard things that I am sure the cops wouldn't like the
citizens to hear.  In fact a couple of times the dispatcher has come on
and told them to cool it because of the citizen radios out there.  Not
often but it has happened.
