The fpc.exe simply calls the default ppcXXX.exe for which it was compiled if no "-PXXX" was given and displays the help options of that. So if your default compiler is ppc386 then "fpc -h" will display all i386 targets. If you now do a "fpc -Px86_64 -h" it should display all targets for x86_64.
