[lazarus] setting file permission at run time for Linux

Hi All,
 I changed the subject of the e-mail. I would like to create a file at run time 
that has 
 
Owner(Read,write,Execute)
Group(Read,Execute)
Others(Read,Execute)
 
How do I accomplish this. I created the file using
Assign
Rewrite
CloseFile
