Ray has given you some great info.

Another thing to consider is that the NE* chipset is a true POS and
should have been abandoned when PCI came out.... these cards
will not perform anywhere near the "rated" bandwidth under ideal 
conditions. If none of the other considerations shed any light on the
bandwidth, try using a better set of NIC's, like the tulip-based or
rtl8139 chipsets.
