Read ftp://ftp.echogent.com/docs/FTP_and_Firewalls.pdf

The ports argument tells the router to watch outbound control connections
through port 864 in addition to the default port 21 for instructions as to
where the ftp server should connect back to, and creates stand-in
portforwards and rewrites the connection instructions to make the data
connection work properly.  If that still isn't clear, it should make sense
in the context of Scott's explanations in the pdf file.
