There are lots of ways to do this.  Netcat can grab files from the web,
and you can pretty much always just cat from the console to a file (or
use echo -e if the console doesn't support 8-bit).  It maybe akward, but
it works.  Kind of like "echo *" when your ls command is broken (yes,
I've been there!).

I don't stay awake at night worrying about such things, but if someone
has root on your box, they can do pretty much anything they want (at
least within the limits of the hardware), even if you don't have the
tools readily available.  I.e: They might hack your firewall and install
a P2P warz server, but that doesn't mean they'll be able to serve up 200
GB of pr0n and pirated mp3's if you've only got 128 Meg of RAM and a
1.44 MB floppy attached to the system. :)
