No, it would be excellent. But I don't see how it would affect Bates. He's
not breaking the bank on transfers or wages. That's what such rules are
designed to enforce. Overspenders like Ridsdale* would be stopped. Bates would
get a pat on the back!
* See also: Birmingham City. Expect them to start the season on -10pts.
