Title: Brazilian Shooting - Health & Safety Issue

Today's news that the Met will not be prosecuted for "illegally" killing a Brazilian on the Underground last year but might face a Health & Safety prosecution for failing to protect the innocent victim may need explanation.

Apparently there are two counts for a possible Health & Safety prosecution:

1) the bullets used in the attack were not cleaned properly
2) the officers in charge failed to wash their hands adequately before authorising lethal force
