Does he have a track record of lies and deceipt? As far as I know his track record has always been within the rules/laws. The less I trusted him, the more formal and watertight the agreement would be. I do not think it is unreasonable for someone 'donating' a large sum of cash gets assurances as to the use that cash is put to.
