He is the one who has lied (from one end or the other) about where the club stood financially. He is the one who didn't pay his taxes, the players' wages (those deferments are all footballing debts that will fall to the new owner) nor any other bills of late. He is the one who conspired to buy back the club in questionable fashion, guaranteeing a legal challenge and protracted process. Above all, he is the one who has threatened and continues to threaten to close the club down completely (no one else has) if he does not get his own way.. Even now he threatens to continue this saga, in the courts. Through all that activity he is also the one who makes it virtually impossible for the FL to offer assistance, or declare exceptional circumstances, as they would, thereby be condoning his actions and aiding his schemes.. Exceptional circumstances might be a new owner inheriting this mess and having no part in its cause and therefore deemed worthy of a little time and support in starting over..
