Hmmm, I fail to see why you would have got into trouble, surely even in email land you can't be guilty by association if the email is unsolicited, even given the fact that you are part of a football mailing list it is completely unexpected to receive mail with inflammatory comment such as that witnessed last week. However, I would expect you to get into trouble for using the work email system as a recipient of a mailing list.
Diversity training is currently going around HMRC at the moment and to be honest it is regarded as a bit of a joke, given that historically the civil service (and local govt) is the dumping ground for folk that can't get a job in the commercial world ;o) Surely the point is missed that even a person with bigoted opinions has rights within a diverse society.
