Fixed base is fine but just keep in mind the z-travel and what it is going to take to move it around to set blade position.  A plunge router is a must unless you have a sliding z-axis.  Then if you are going to add a z axis, make sure you know how you will attach the router.  If the motor of the router cannot be removed from the router base and added to a z configuration, you really lost 80% of the advantage a z axis slide could give you.  Look at all the routers that are being used in cnc as well as the Legacy and buy the biggest router you can.  Don't skimp, too weak a router will make you not want to use the Legacy.  Too much power just means the router can relax, not enough means you will push it one too many times and need repair or buy another one.  Good luck
