It makes sense to have Locations in the Location field. Then you can use the Show list from the Master Location list to see everyone connected with a particular place (or group of places). You can't do this if some of the information is in the description field.

Whether you want to have a Residence event sourced with the Census or also have a census event is up to you. I have some Residence events sourced with several censuses as the family hasn't moved. I tend to only add separate residence events for key people.

I like to have Census Events as I can then see at a glance whether I've found every relevant census for that individual. I don't always include the Census Events in a report. You can make them all Private very easily by ticking the relevant box in the edit dialogue from the Master Event list (or the Edit Event Sentence Definition button)
