The best way I've found to get information from people is with a paper
chart at a family reunion (not an option for everyone, but an annual event
for my wife's family and it's only a couple of hours away).  If their
family pictures are missing or the dates are missing/incorrect you get
immediate corrections.  Probably worth the cost of a printed chart (either
the money for commercial printing or the time for taped-together pages ;-)

There are some free survey sites online, where you design the survey,
email the link to people, and the results are made available to you
(optionally to the participants).  This may not cover all that you want to
ask, but the cost is typically only a couple of hours of your time.

I use qualityhostonline.com for web hosting and godaddy.com for domain
registration.  http://qualityhostonline.com/personal_hosting.htm has an
$18US/year hosting package that will be more than adequate for most family
trees. godaddy notifies you when your domain registration is expiring and
will hold it for a couple of weeks if you don't renew immediately - not
all domain registrars offer these services (I missed renewing with another
domain registrar by a few hours and the domain was sold to someone else).

The Legacy web group that's been mentioned many times
(http://ukgroups.yahoo.com/group/WUL/ ) will have more information about
hosting companies and genealogy software for the web.

Start simple: one line, only those dead for at least 50 years.  There's
unlikely to be much personal data that needs security.  After you find the
glitches in the initial site, you can make chnages as needed.
