VE finds Kingston upon Thames, London, England easily enough. It has
trouble with Kingston upon Thames, Surrey, England which is what it
was in the period it comes into my family. VE only finds modern locations.

Rich,
It's big enough. I am sure that the UK problems mainly arise because
of the USA location system being applied to non-USA locations where
they do not fit.

What is the population of the place; Kingston upon Thames. I have
found some locations in USA with under 500 people are randomly not
found. I have come to expect them to not be there and have not kept
a list of which weren't found, because it seemed futile. If the
database is improved later, they may show up. I 'created' my own L/L
numbers using maps and my rulers, as guesstimate.

I have just tried it as well. My sister was born in Kingston upon
Thames, Surrey, England. The system finds Kingston, Jamaica, WI. I
was married in North Wales but the nearest it can manage is London.
Not impressive.
