Having recieved the 'clue' that it is a borough, I am guessing it similar in 
nature to 'neighborhoods' in some American cities.  The one I known the most is 
Chicago. There were many  independent cities/towns near Chicago, and because 
the city had a monopoly of access to water (from Lake Michigan),  forced many 
of them to be absorbed into the city. (I leave out the other issues, because 
they assissted in the 'conquering'  of the various places). Many of them today 
now have the same boundaries as the zip codes, and telephone exchange numbers, 
but none of them have any governmental existance anymore. No BMD records were 
created using any place instead of Chicago, ( but there are other independent 
cities/towns in Cook County). So I would not expect to see any of them 
mentioned in a location of this nature. Whether we like it or not, I belive the 
creators  worked along the governmental boundaries. 
I  suppose we could 
1. ask for these different type places be included in future. 
2. ask for a description of  naming policies. 
3. add our own choices, (I hope it is more available).

Kingston upon Thames has about 100,000 registered electors, so population about 
130,000. It is also a London Borough.

It's big enough. I am sure that the UK problems mainly arise because of the USA 
location system being applied to non-USA locations where they do not fit.

What is the population of the place; Kingston upon Thames. I have found some 
locations in USA with under 500 people are randomly not found.  I have come to 
expect them to not be there and have not kept a list of which weren't found, 
because it seemed futile. If the database is improved later, they may show up. 
I 'created' my own L/L numbers using maps and my rulers, as guesstimate.

I have just tried it as well. My sister was born in Kingston upon Thames, 
Surrey, England. The system finds Kingston, Jamaica, WI. I was married in North 
Wales but the nearest it can manage is London. Not impressive.

another try.  Just too frustrating with non-US locations because it does not
recognise most places and screws up others by adding US locations on to the
end of a perfectly valid non-US location because it find somewhere in the US
with a similar name.
