Thanks for the suggestions, Rich.

I know we work in a similar way when importing into a Legacy file. What I need 
to preserve is every RIN which is still current after I have 
merged/deleted/renumbered. The problem is that even though the RINs I imported 
to were several thousand higher than the ones in use, Legacy was assuming they 
were still there.

I have explained why in my answer to Sherry and Dennis's answer is a beaut!
