Sorry I didn't get in on this thread sooner.  Just setting the c:\Legacy folder 
to a shared folder would have solved the problem - in the event anyone else 
runs across this problem.

In Windows Explorer, right click on the folder name and select Sharing....

The permission errors seem to have disappeared since Legacy V7 was installed in 
the MyDocuments folder of the limited user.
