To answer the original question, export, make changes, and then import is not 'safe' when using GEDCOM. As discussed recently on this list, any sources that were created using the Source Writer will become rather mangled, since the GEDCOM standard is not rich enough to handle the Evidence Explained style of source definitions. This is one example. Possibly not the only one.
There is a work around, assuming that you don't want to take a computer (notebook/netbook/PDA), as discussed recently on this list. You could use GEDCOM to take a database there for reference, then ensure that you only import selective, new individuals into your master database when you get home.
