I would add them all as an unlinked individuals, because some may become 
members of the family later. Those that disappear later can be left or deleted, 
keeping the feelings of the family member in mind.

What do you do when it is a group photo with lots of relatives and even some 
non-relatives.  Say a Christmas photo that has one's parents and in-laws and 
siblings and even people the siblings are dating?

Like you, I am in the process of re-naming all photos to the
surname-first format but I tack the RIN to the end of the name, because
I have many people with the same name as one or more others in the file.

I don't use married names for the women.
