I, too, am of the school of thought that it should be treated as a source, not 
an event. The information found in it are the events. It is interesting to note 
that while Legacy does allow you to use it in either way, it does show up in 
problem reports as being an error for event after death. If that's not a 
concern to you, then you can simply mark it as an "exclusion" and move on.

I suppose 'everything' could be considered an Event/Fact and handled
as such.  But I agree with Ron and Dennis, obituaries and the like,
including census results in my world, do not fit into my Events/Facts
as a matter of normal processing.  The information they contain is
used to identify or substantiate names, dates, places and the
conveyance itself is recorded as a Source.
