I was the one who worked on that database.

"The Handybook for Genealogists" was the primary source for the county
information along with Kane's "American Counties" and numerous state
and county websites.  Animap was consulted if there were still
questions about counties.

If the Handybook indicated that a county was previously in another
state or indicated which county the new one was created from, that's
indicated at the bottom of the county information in the USA County
Verifier.

I skimmed through the KY counties listed in the USA County Verifier
and see three counties with a start year prior to 1792 (Fayette,
Jefferson, Lincoln) and it's indicated that the parent county for all
three was Kentucky County in Virginia, which was created in 1777 and
ended in 1780.

"a special judicial district, which was created to serve Virginians
living west of the Allegheny Mountains." The state of KY was formed in
1792,
