The programmers are not involved in writing the help files?  Not a good 
practice.  So, are you using professional technical writers?  And if so, how 
familiar are they with how the program functions?  I maintain that programmers 
should be closely involved in writing the user documentation, including help 
files, because they best understand how the system works.  And the process of 
writing the documentation requires going through every screen and function, and 
often leads to uncovering bugs, design flaws, and problems with usability.  
Being a technical writer is part of a programmer's job whether they like it or 
not.
