Searching all location fields would be an outstanding addition,
something I have been longing for, but ... after the Publishing
Center is fully operational and other existing issues (desired new
features are not issues) are addressed ...

You can download the free standard version of Legacy and give it a test
drive.
To answer your specific question, you can search a specific field for
text or a date, but you cannot search all fields at once. So you can ask
Legacy to give you a list of individuals whose birthplace contains
"Elmira". But you cannot ask Legacy the find "Elmira" anywhere in the
database. I suppose this is because Legacy uses MS Access as its
underlying database. An SQL query to locate "Elmira" in all columns of
all tables would be a monstrosity.
One workaround would be to export your Legacy data to a GEDCOM, then use
a text editor to search the GEDCOM for "Elmira".
P.S. Because MS Access is the underlying database, you can always
purchase a copy of Access and "roll your own" queries.
