It seems to me that the NAD83 (which stands for North American Datum
at 1983)format you are quoting is simply stating the Lat and Long in
decimal degrees.  The Lat and Long you quote is equivalent to Lat 33
Deg 53 Mins and 17.4192 seconds.  The Long is -118 Deg 20 Mins and
53.9808 seconds.

This can be achieved by first multiplying the first fraction by 60. 
The whole number of the result is the minutes.  You then multiply the
resultant fraction by 60 and the next whole number is the seconds.

Any good GPS unit should be able to convert decimal degrees into
minutes and seconds.

By the way the minus sign indicates that the longitude is west of
Greenwich with it being at zero degrees.
