But compare to before the invasion, when they had NO choice of their own
gov't.

But the Iraqi people themselves did not have the power to enact such a
process.  They did not have enough power to throw off their dictator, and
once their dictator was thrown off, they no longer had an authority for
law.  So what could be done from that point on?

It's easy to complain that the process is not ideal.  It will never be
ideal.  But what improvements would you suggest to move it closer to an
ideal?
