GNU libraries can be GPL or LGPL. It is a case by case decision.
For gettext the license is GNU GPL v2+. See [1].
So gettext is not an option for libusbx.
Except it isn't. libintl is LGPL. See http://www.gnu.org/software/gettext/manual/gettext.html#Licenses . I believe gettext() is in libintl.
