Sorry to jump in, especially as I've not followed the discussion in detail (and the earlier discussion the more or less same discussion on libusb-devel) and not specifically commenting above, but my personal usage for this libusb_strerror() function would be to always get English error messages regardless of the OS locale setting and regardless what locale I have set for the application. So in my view the locale for error messages should be separate from other locals and I would favour specifying the locale as part of the libusb_strerror() call with default to English.
