I may participate a bit if a project is started and there is no software difficulty (I do not own my own PC, I work with Windows+Cygwin, I am not administrator and I do not fully control the firewall...).

- is a lily author ok to manage a translation team ?

Sure I have missed major aspects of this question, so don't hesitate to 
criticize !
