When we walk a trail with our dogs, sometimes we run into the decision of "do we run all the way back and throw this bag out?" or "do we walk the next hour with a bag in our hand?" or "can we discreetly hide it and get it on the return?"
Admittedly, sometimes we forget and have to go back in and get it or we get it the next day. Knowing that we make mistakes, we assume others might too, so if we are close to the end of a trail and see a bag that someone might have left for a future pick up, we will pick it up. I think for the most part if someone is going through the hassle of bagging the poop, their intention is to take it with them.
