It never gets far enough to do that. I know what you're talking about and
expected to do that.
Upon looking at it, seems that there is nothing in the root file system.
Can't cd to anything but /. No /etc, /tmp /usr....... This is really
strange. I've used this install process many times.

Did you run the last step of the install? There is one more step after
it first boots from /dev/dasda1. Since I use ssh, I have to run
/usr/lib/YaST2/bin/YaST2.sshinstall
