No.  That will go back and use the configuration files on disk.  So, if they're 
wrong, restarting the network will wipe out whatever changes you made manually.

So, after you did the ifconfig command manually, what did "ifconfig" with no 
parms show?  Once that looks good, you also need to set a default route to your 
gateway:
route add default gw ip.addr.for.gw
