I think you (IBM) should consider just relinquishing responsibility for the 31-bit s390 kernel if you no longer have/want to spend resources to maintain it. Removal is kinda overkill. There are a LOT of MP3000 H30s and H50s still out there doing useful stuff, and many of those machines are the only remaining IBM system in the customer.
