I think this is an issue with authorization on z/OS or the upload to that server. Using a different FTP client, manually ftp into the server with the same credentials and see if you can issue DIR against that directory and CD into it, then issue DIR. If you don't see the .ins files, assuming that's where they're supposed to be, then log into USS and look. If this were a firewall issue, you would be getting timeouts. FWIW, I don't like that "." at the end of the NLST subcommand. Hopefully that's just an artifact of posting or the trace mechanism.
