I tried what you suggested:
[root@REDWINGZ ~]# yum install java-1.8.0-ibm
Loaded plugins: langpacks, product-id, search-disabled-repos, subscription-manager
Nothing to do
[root@REDWINGZ ~]# yum install javapackages-tools
Loaded plugins: langpacks, product-id, search-disabled-repos, subscription-manager Package javapackages-tools-3.4.1-11.el7.noarch already installed and latest version
Nothing to do

I tried the find command (from the root (as root)) and it was not found.
Also, there is no include directory and no SDK  in /alternatives

David, when you asked your question, I went to an LPAR that did not have it installed and installed it just like I said.

   sudo yum install java-1.8.0-ibm-devel

This is what yum said it was installing:

You might check to see you have the more obvious RPMs installed, e.g.

     * java-1.8.0-ibm
     * javapackages-tools

Also, do the find command from root that both of us have shown you (with slight variations) just to see if it's hiding somewhere.
