Simple. The California legislature prohibited them from raising retail
prices in response to rising oil prices.
Additionally, the California legislature ALSO prohibited PG&E from
entering into bulk power-transfer contracts (purchasing electricity
generated by excess capacity in other companies), and instead, had
to pay the "spot rate", that is, BIDDING (at auction) for excess
power that just happens to be being produced at the moment, which
tends to be VERY expensive.
One year ago, PG&E had 5 BILLION dollars in reserve.
Today, PG&E is over 7 BILLION dollars in debt.
That's a ***LOSS*** of 12 BILLION DOLLARS in only a year.
All because the California legislature enacted a law that MANDATED
that they sell electricity at a loss.

I'm not in the "naming" business concerning origins.
However It's not a question of origin. It's a question about affordability
and the widespread use of PC's and their programs. UNIX has done little or
nothing to give private mass consumer communities affordable applications.
In fact they've honored high prices and have been a continuant with this in
regard.
Linux is of course a diversification from that. And I welcome it. In honor
of tight pockets.
Of course there isn't anything highly wrong (novice statement) with UNIX
software or hardware from a technical point of view. I've worked with it as
an end user using Digital's UNIX (and the nonsense Vi editor). More than 60%
of the terminals were dead under university course taken. This is no good.
Also the support from Digital, after a long conversation with the system
administrator when I complained, was abscent in quality on the mere Digital
argument that the system only had a price tag for 7000.000 SEK (about
875.000 USD at the time of the question) and that they had more important
customers.
It turned out that the Cobol compiler used a memory lock scheme not in
compliance with the UNIX memory scheme.

rc.d -> init.d

Except boot.local is not in /sbin. Besides I thought all configuration
files were supposed to be in /etc to make it easier to backup.
