There are a big bunch of linux HOWTOs... you must have noticed them
around the place by now. Most distribution have copies.
One of these, the DNS HOWTO, describes how easy it is to set up a
local name-caching DNS server.
If you are using dialup, then it's also easy to set up /etc/ppp/ip-up
and /etc/ppp/ip-down to bring up and down your dns server and make
other config changes when you come online and go offline. See the PPP
HOWTO for more details.
However, IMHO DNS lookups are hardly a problem. I've used linux for
dialups for several years now, with and without a local namecaching
server. In all honesty, the performance difference isn't all that
dramatic either way. Is it really worth the bother? (However, it is
if you are hanging another network off the dialup box, but that's
another story).
As for the initial netscape question... yes, netscape is ugly in this
respect - it doesn't behave gracefully in non-internet connected
boxes. (Eg, it isn't [hasn't?] been possible to set proxies etc while
offline - it wants to actually connect to it first).
One thing that does help is make sure /etc/hosts is set up correctly
for localhost and for any other hosts on the local network.
