I sounds like you have not loaded the ftp masquerading modules on the
the linux system.  Some protocols require masq modules to be loaded
before they can be masq'ed. They include ftp,realaudio,irc, and others.
I usually load them in my /etc/rc.d/rc.local script since they are,IIRC, 
persistent modules.

        modprobe ip_masq_ftp

You can find all the masq modules in /lib/modules/`uname -r`/ipv4
