Is the file displaying as a single text file in your browser or are you
getting a set of text files?
Having the archive handled by the brower is a feature (if it knows how to
decompress tar/gzip files). It's most common if you have installed a VRML
viewer since many vrml files are actually tar/gzip archives which the
broswer must open before it can display the result.
You won't see this on all sites even with the same file extension because
the content-type sent by the server is (supposed to be) checked to determine
how the file should be processed. This server is (properly) configured to
tell IE exactly how to handle the file so it can be displayed and IE
proceedes to do it for you.
To ensure that the file is not processed by IE, right click on the link and
pick 'Save Target As'.
I used to tell my daughter when she was younger "left click to see it, right
click to save it". Otherwise this happened all the time.
