If you look at the documentation for ppp 2.3.10 which on my RH6.1
system is in /usr/doc/ppp-2.3.10 and view the file README.linux there
is section (search for 108) about this very thing. However, it does say
that it's only for kernels 2.3.13 and later.
I get the same error as Fred but diald/ppp still works just fine.
