Yes, you're right, ICMP redirect is advisory, not terminal.
And you may be right, I think if there is a fixed route ICMP redirect
should not be sent.

I stand by the intent of my original statement though, I think it is the
handling of this case that is causing the problem. I'm guessing it's a
bug, or an oversight, but it might be configurable.

That's really bad practice though. In any case, that is what IP alias is
for.
