Err I dont really like to be told I am mistaken like that yah I know it 
probably isnt /etc/grub.conf in your distro so what - you got the idea 
didnt you ? In RedHat 7.2 as distributed through the downloadable ISO image:

[mithun@mehboob mithun]$ ls -l /etc/grub.conf /boot/grub/menu.lst
lrwxrwxrwx    1 root     root           11 Dec 19 17:24 
/boot/grub/menu.lst -> ./grub.conf
lrwxrwxrwx    1 root     root           22 Dec 19 17:24 /etc/grub.conf 
-> ../boot/grub/grub.conf


Other than that all my blabering was based on the following text in my 
/etc/grub.conf

#
# Note that you do not have to rerun grub after making changes to this file
