Probably the chtah.com guys are operating on only a subset of RedHat's mailing list or RHN subscribers. It is best not to pay any non-RedHat company of course. Recently there was a thread on FD about a similar mail that urged one to "verify" one's paypal details for a routine check by paypal's technical team.
