If you are using Debian, Jaldhar Vyas used to maintain a devanagiri Firefox. 
The last time I tried it, the halants still came out wrong, but perhaps you can 
use that as you starting point. You need to add:

deb http://debian-in.alioth.debian.org/ sid/
deb-src http://debian-in.alioth.debian.org/ sid/

to your sources.list[.d]
