No, it is already UTF-8.

What is surprising is that the tamil-gtk2im package allows correct
Tamil entry into all GTK applications. However, the KDE way allows
input into all KDE apps and most GNOME and GTK apps except Firefox
Thunderbird. This must be a pango issue, as Akash Mahajan has pointed
out. In fact, even copying and pasting into Thunderbird and Firefox
doesn't display them properly.
