Depends on the situation. If the program needs to be portable across
10 different Unices, then autoconf is the way to go. But if there is
a substantial amount of time and effort that has gone into writing 
existing makefiles, it might be easier to just port them over and fix
whatever HP-UX vs GNU tools incompatibilities, should they crop up.
