It depends upon how you define `WinModem'. An MWave modem is a
WinModem in the sense that it isn't a `standard' modem (i.e. you can't
just talk to a UART like you can with a standard modem).

It has the advantage that the processing is performed on the card,
rather than hogging the CPU. However, this isn't really much use if
you can't actually use it (i.e because you don't have the necessary
driver).
